Moloto Communal Property Association (CPA) was established through the Communal Property Association Act, Act 28 of 1996. Moloto CPA was formed as part of post apartheid land restitution measures to restore ancestral lands to communities dispossessed under apartheid. The members and beneficiaries of Moloto CPA are referred to as the Moloto Community on the constitution of Moloto CPA. Moloto Community through Restitution of Land Right Act, Act 22 of 1994 claimed the farms Jakkalsdans 234 JR, Hartebeestspruit 235 JR, Sybrandskraal 244 JR as well as Prins Anna 234 JR.
The community mobilised to file claims and, after a lengthy legal and administrative process, received formal recognition of their land rights. Moloto CPA land claim is still in process and the transferred properties thus far are some of the portions of the farms Jakkalsdans 234 JR and Hartebeestspruit 235 JR. The land we own is within Gauteng Province. The locality maps are attached for ease reference.

To enable collective, community-based management of land and resources, promote local economic development, and enhance community empowerment.
Moloto CPA operates through a democratically elected committee of 21 members. The committee members are responsible for overseeing the day-to-day operations and strategic decisions.
Typical key roles include:
Open to community members who meet established criteria (based on residency, ancestral ties, or proof of connection to communal land). Our membership reflects local demographics, with representation of men, women, and youth. Decision-making is participatory, with regular meetings where members contribute to strategic discussions.
Moloto CPA manages about 1600 hectares of communal land spanning arable fields, grazing areas, and natural resources. Specific land sizes are documented officially and available upon request.
We work with government departments (e.g., Agriculture, Land Reform) and NGOs to access funding, capacity-building, and technical support for strategic initiatives.
Local universities and research bodies contribute expertise on sustainable farming, land use, and socio-economic development.
To become a leading model of successful communal land governance — blending traditional values with modern agriculture and enterprise — and improving the quality of life for all community members.
The Moloto Communal Property Association represents a vital movement toward reclaiming land, identity, and prosperity. While challenges exist, strong leadership and ongoing partnerships offer a solid foundation for lasting, community-driven development.
